Sure, make a rule that allows a loophole for people under 20mil skillpoints to be un-decable.
sounds great. I'll get my "grieving" noob alt ready. All talk all the **** I want and never train past a certain point so it will always be fair. It will be a blast. Also, it should be that no one can target noobs for extra lulz.

This is great. you got both of those wrong though. Firstly, an ad hominen would be saying you're wrong because you are re+arded. I just called you a re+ard. That's called an insult. there is a difference.
Second, making an exception for some players WILL make an exploitable game machanic for others. You can't have your cake and eat it too.
At everything else: tl;dr
Eve isn't magic the gathering. eve isn't wow. Eve isn't a solo game (one noob against the whole universe).
New players shouldn't be able to build full corps their first weeks - even characters that have been playing years have troubles they have. The only difference is that they have the means to build and defend their assets. in this game, if you can't do neither, then you deserve to have them taken.
